The Rangers optioned Kelly to Triple-A Round Rock on Sunday, Jeff Wilson of RangersToday.com reports.
ANALYSIS
Texas thought enough of Kelly this winter to protect him from the Rule 5 Draft and add him to the 40-man roster, but the 24-year-old lefty still needs more developmental time in the minors. He covered 59.1 innings between Round Rock and Double-A Frisco in 2023 but saw the majority of his action with the latter affiliate, logging a 2.22 ERA, 1.26 WHIP and 72:26 K:BB in 52.2 frames out of the bullpen.

Of all the prospects at the Brewers' alternate training site, Kelly may have taken the biggest leap forward this past summer. He was selected in the second round of the 2019 draft out of a junior college because he is 6-foot-6, left-handed, athletic, and armed with a mid-90s fastball (touches 98). Those traits alone allowed him to have success in the AZL after signing. However, this past summer was when he developed a slider and changeup, using new-age developmental tools. Once he developed those offerings on the side, he began missing bats with them right away at the alternate site. This year will pose a new challenge, as he will look to put his new pitches to work in the upper levels of the minors against hitters from other organizations, all while building up his workload. Kelly remains quite risky, but he has the tools to establish himself as one of the game's best lefty pitching prospects this season.
The Brewers may have struck gold with their selection of Kelly in the second round out of a junior college in Illinois. He has a lot to improve on to become a likely fantasy asset, but he produces easy mid-90s velocity from the left side, so he has the upside we look for in low-level pitching prospects. Kelly has great athleticism and a towering 6-foot-6, 205-pound frame. As one might expect, his secondary pitches have a long way to go. He has a slider that can play as an above-average pitch against low-level hitters who have to gear up for his fastball, but he needs to improve his consistency with that pitch. His changeup is more theory than substance. Kelly's command will also probably need to improve by a full grade for him to make it as a starter. He is a big lefty who could touch triple digits at some point in 2020, so he needs to be on watch lists at the very least.
