Burks showed regression in 2023. The receiver’s production/targets cut in half from his rookie season. Durability has been an issue for the receiver, as Burks missed six games in each of his two seasons. Any potential for a Burks’ breakout will likely be absent after the team added Calvin Ridley while DeAndre Hopkins returns. At best, Burks is the No. 3 receiver on a team with an uncertain QB in Will Levis. However, Burks did flash potential in the second half of his rookie season. Burks profiles as the Titans' No. 3 receiver following the signing of Calvin Ridley, according to Mike Moraitis of Titans Wire.
ANALYSIS
Assuming the Titans keep DeAndre Hopkins, there's really no room for Burks to sit any higher than third on the depth chart, even though he was a first-round pick just two years ago. The 225-pound WR missed six games in each of his first two NFL seasons while battling a variety of injuries, and he dropped from 444 yards as a rookie to 221 in his second season. From a real-life standpoint, Burks might actually be better off in a low-pressure role as the No. 3 receiver behind two established starters, but the tough competition for snaps and targets equates to a lower fantasy ceiling / lesser breakout odds all the same. The worst-case scenario would entail Burks losing the No. 3 role and sliding even further down Tennessee's depth chart.

Drafted 18th overall in 2022, Burks was the subject of bad press throughout much of summer and ended up missing six games due to injuries, but he also showed potential when he was healthy and the Titans got him the ball. He caught 33 of 54 targets for 444 yards and a TD in Tennessee's run-heavy offense, with his 1.75 yards per route leading the team and ranking fifth among rookie wide receivers (ahead of Jahan Dotson and George Pickens, among others). It was enough to create a solid argument for a second-year breakout, though the Titans seem content to try to sludge along for another year with Ryan Tannehill at QB and the offense relying on RB Derrick Henry. They'll need to throw sometimes, of course, and saw both WR Robert Woods and TE Austin Hooper depart in the offseason, leaving Burks, summer addition DeAndre Hopkins and second-year TE Chigoziem Okonkwo as the leading receiving candidates to make a fantasy impact in Tennessee. Burks certainly looks the part at 6-2, 225, though his 4.55 40 at last year's combine was somewhat disappointing for a receiver who was so heavily reliant on big plays and YAC in college. There's still a decent breakout case after the Titans signed Hopkins, though the move took a chunk out of Burks' target share projection.
